Ryo Saeba from City Hunter is pretty much the perfect example of this kind of character.

I'm assuming you want anime recommendation. Since people can post both anime or manga recommendation it would be more helpful if you add some more specifics.

Tona Gura comes into mind... since it’s available in both anime and manga form. I do remember Akikan but I don't remember any lecherous part since he never tried touching his girl lol.

there's always classics like Love Hina but thats more of misunderstanding and accidents occur more frequently ^^,

07-Ghost might suit since main character acts mostly cold to everyone but does have a nice, cute and carrying side to him.

Baccano series are unique by not having a main character but you can find those type of characters there. Vino will be one of them.

Naru from Ghost Hunt is usually cold natured and seems not to care most of the time.

Tsume from Wolf's Rain also suits, actual main character is Kiba though but Tsune has almost as much screentime.
