You mean Naegi? Togami picked the wrong person in the first trial and the second trial he even messed with the crime scene.
I'm not even sure what Togami was thinking there, apart from the fact that he witnessed the culprit, did he have an actual proof that he could show? Because after everyone pointed him as the culprit because of his meddling I doubt he could have said "Ha! You fell for my trick, the real culprit is Owada" and then expect everyone to believe him. At the same time I have no idea why he is so calm about Genocider Shou considering she is armed, she is crazy, she kills the guys that she thinks are hot, and she clearly thinks he is hot. Finally he is confident that he will get out alive from there. Is all of that a sign of intelligence or an irrational overconfidence dictated by his pride?

What I don't buy is that Monokuma left a room without any kind of surveillance. What are the chances that it simply slipped his mind and that he is fine with that?
I think those guys are simply stupid for thinking that it is safe to talk there, and you'd think that Kirigiri wouldn't be so naive. That looks more like another of Monokuma's prank to me, just another way to give them hope only to crush it later.

Additional thing you would notice in the game: All of the restrooms, Bathroom and Sauna do not have any camera either.
Basically, all hygiene facilities are devoid of surveillance. It isn't just only the bathroom changing room.

No. That's a locker room which is linked to the bathrooms. In Japan, it is a custom to undressed fully in the locker/changing rooms before going to the bathrooms. In the previous case, Monokuma placed a machine gun outside the gyms to prevent males from going into the female gyms, and vice-versa. Monokuma is very strict against any form of sexual interactions. He can't put cameras in the locker room as that means that he will be able to see inside the locker room himself, thus violating his own rules.

Let's even say that Monokuma is strict about nudity and doesn't want to watch naked people, that still doesn't mean he didn't bug the rooms.
BTW the first murder happened inside Naegi's bathroom, the second murder happened in a changing room. Are you saying that Monokuma didn't see either?

He should rather meet the persons that were in the room at the time of the crime and ask them questions individually. Of course if someone killed to "graduate" there's no way he'd deny that he was the culprit in front of Monokuma, but the innocent one could take that as an opportunity to graduate without actually killing anyone directly. So Monokuma could well find himself in the situation where there are two or more people claiming to be the culprit, and how would he determine who's telling the truth? Of course, this is a very unlikely scenario, but still possible.
