i thought of it as an image of her in the time before the extra mangas(she lost the long hair in that one),
right after she "merged" with theresa.
if i remember right nagi described this time in the transformation from human to claymore as painfull. so it has to be something from that time.
imagine her friend she had to kill early in the story, elena, is sitting right next to her and both are somewhat comforting each other to get over the pain....

In that pic, Clare is wearing a red dress. IMO, that's the dress that Teresa bought for her.

So, I would say that it's an image of Clare, crying rigth after Teresa was murdered and before she even found Rubel.
