Read or Die the TV is based off the Read or Dream manga.

None of the Read or Die manga, Read or Die novels or the Read or Dream
manga are currently licensed. Also, I believe the first volume of the Read
or Die manga was scanlated but I can't remember who did it.

Mangaproject was one of the groups who scanslated volume one of Read or Die manga. It's like an interesting one shot.

The manga for both Read or Die and Read or Dream aren't really connected to the anime plots. The Read or Die manga, however, seems to have been where they tossed out some ideas for the TV series.

How recently did the Read or Dream manga come out? I only saw the first volume at Kinokuniya. Didn't pick that up, but I did pick up the rest of the Read or Die volumes they had (now up to volume 4).

I believe the Shin Read or Die (Read or Dream) manga began serialization in
the October 2002 issue of Ultra Jump.

It's Read or Dream TV, not Read or Die TV. Read or Die is the OVA.
I wish someone could translate the mangas [both]. It's be nice to supplement the series.
