Lol, I said I think both theories are true at once. I just meant that your theory might not explain everything by itself. Also, check the speculation thread for more dragons (14'ish) to see what I mean...

OK, this is a better thread for this info.

These are the comments from Railgun's editor.
- No plans on doing Railgun third season unless Index III comes first.
- Touma won't appear on Dream Ranker arc.
- Gunha appearing on Daihasedai wasnt in Kamachi's script.
- Shadow Metal was Fuyukawa's idea, as such there is no hint or link with anything in the series.
- Editor wants Kiyama to appear but Fuyukawa refuses.
- Editor denied Misaki, Dolly and Mitori appearing again in the manga.
- Gunha won't appear on Railgun manga again.
- Accelerator was unable to appear in this arc but isn't said why.
- Xochitl won't appear again.
- Komoe knows Misaki very well.
- The dragons are real and not illusions.
- Dream Ranker will have cameos like Xochitl and Gunha did on Daihasesai.

That's all.

The translation I found had a bit different answers for some of the questions.

-No plans for a Railgun Season 3. If there will be one, it would be after Index Season 3.
-Touma will not appear in Dream Ranker
-Gunha's appearance in Daihaseisai was not in Kamachi's original version
-The appearance of the Shadow Metal at the end was a Fuyukawa addition and is therefore not foreshadowing for anything
-Editor wants more appearances from Kiyama, but Fuyukawa keeps refusing
-He doubts Dolly, Mitori, and Misaki will never appear in Railgun again
-Gunha is unlikely to appear in Railgun again
-Accelerator was incapacitated just like the Sisters during the Daihaseisai stuff
-Probably nothing more with Xochitl
-Komoe knows Misaki quite well
-The dragons are real and not an illusion
-Dream Ranker will have cameo appearances like Xochitl and Gunha in Daihaseisai

Is this a typo that's supposed to say "ever"? Because I'd prefer if it were "doubts" + "never", as Misaki was a great addition to the cast.

From what I understood he says: "I don't know if they will be draw as a set, but don't think they will never appear again."

It does seems to me he was answering about the three of them appearing together and not individually. If the extra chapter in the volume didn't change it, Misaki was going to turn Mitori in later afterall.

Unlike what Miraluka is trying to get at, Toaru is no more a popularity contest than other series, it's more likely the reason is just that there's no future plans for her having any roles atm.

#14 is the Angel Type, there is a #0 which is the basic type, aka that first Dragon from Deep Blood.

There are 17 dragons drawn. However the dragons are only numbered up to 16. This is because the original dragon from Volume 2 has been designated 'gamma'.

What I'm unsure of is whether or not the rest of these dragons will be used at a later date in the light novels.
