The loophole is that Kazumi herself never formed a contract. She's an individual being who never made the voluntary choice to make a pact, and when she gained her own emotions and personality separate from Michiru's, she essentially counted as an uncontracted person.
And wishing to become an ordinary human (magical girl) was within her ability to grant, so in a roundabout way, the Pleiades accomplished their goal.

Remove the spikes and long tails, and she sorta looks like Homura. The outfit seems to pull a little bit from her old costume (hat and ahoge), plus a reference to the Pleiades star cluster (the various balls). Not the best design, but that look on her face is definitely serious business.
