Actually the wall is stupid to begin with.
They know that as the years go by the Kaiju are getting bigger and stronger so there's nothing guaranteeing that the Kaiju would be stopped by a wall. The real issue which the scientists pointed out in the movie clips that we've seen is the portal which are allowing the Kaiju to come into Earth. The fact that we went from 3-4 to 15 in the last year means that it'll only get worse. The wall could/maybe stop one Kaiju but when you got hundreds of them coming at the wall nothing will stop that. Take the Great Wall of China. The Mongols defeated China by just walking around it. Walls will always have weaknesses. That and the Kaiju can fly so the walls are useless. Maybe the portal isn't always on and only activates to let Kaijus out...or its coordinates keep changing after each incursion, thus preventing the military from both locating the dratted aperture and deploying the nuke(s) in time.
Or maybe the military did already try to chuck nukes at it, with no visible results (there's also a possibility that, just like in Sentou Yousei Yukikaze, the nukes have to be detonated at very specific locations [the so-called "power points"]...or in the kaiju homeworld instead of ours).

You know what would be better?
They kept showing us that Cherno Alpha is going down in the trailer... BUT GUESS WHAT,it remains standing after the fight,with heavy structural damage. That would have been better!!!But the plot demands death,so.... |

Clever, because it could be that the portal is deeper than human technology can reach. Deep sea is many times more hostile than the vacuum of Space. It could well be that at the depth the portal was located, nukes simply get crushed before reaching the destination.
