Oh you're right. Since it's from a comic fest I just assumed it was fan made, but I guess it looks like an Arakawa drawing because it really is.

Exactly, its a fanart where the guy put his own interpretation and originality into it. You should see his version of Dragonball Z characters...really refreshing.
