Are you sure that it's "filler" and not stuff that was in the original novels as well?
On another note, haven't been around here much as of late but I came in to give this a perfect vote because liked this episode very much. I kind of wish they had played the surge of emotions Houtarou felt on realizing Sekitani's message a bit differently (the dialogues implied that he felt really strongly about it and drew parallels to himself to an extent but it was more what was told and not what was shown - which is weird for an anime that otherwise has done an excellent job in creating the atmosphere) and that the rest of the cast were a bit more proactive but that's about it. Looking forward to watching where it goes from here.

Both of the two episodes following this one share titles with short stories included in the fourth novel. It would be practical to assume this setup was designed to allow arcs to fit within certain BD/DVD volumes for packaging purposes. Thus the Hyouka arc, and the next arc, could be spread amongst 3 volumes self-contained for the most part.
