I thought Signum's eye color was blue or was it green?

There is no difference between blue and green in the Japanese language, so the characters with blue eyes constantly get drawn with green eyes and vice versa.

Yep. But depending on the artist, they can also become green or even purple (her magic color).

Point of information, sir. There is a difference. Blue is rendered as 青 while Green is 緑 in Japanese.

The error actually comes from the kanji being taken to be a Chinese word instead. In Chinese both words mean green.

So it's mostly likely artistic licence that Signum's eyes come in different colors.

Eh, it happens. I'm pretty sure we can find similar characters for all Nanoha cast members if we're motivated enough. Sometimes artist imagination just refuses, or characters just look similar by accident.

I do have other reasons not be a fan of Sieg but on her character design is just too easy for me compare it with Black Rock Shooter. Worse when she is in her “serious mode”. Now if later on she gets a giant cannon and a katana I will crack.

It's probably on purpose, but I don't really mind it; maybe that's because I haven't watched Black Rock Shooter though.

I'd be cool with them putting in say, a Symphogear character.
