I found another NEW anime that will be released in April 2013.
It's "龍-RYO-" from GONZO.

Another unexpected piece of historical candy created by Gonzo...The visuals strangely reminds me of The Sky Crawlers, and the interesting friendship portrayal between Shinsengumi members in a dangerous mission...I'll pick this one !

From the ANN article:

"Under the Anime Mirai program, the Japan Animation Creators Association (JAniCA) receives money from the Japanese government's Agency for Cultural Affairs, and it distributes most of those funds to studios who will train young animators on-the-job. The other three studios' projects ..."

So after doing Nyanpire it seems gonzo has no other choice but accepting government money to do projects -_- I hope they would give their Rosario+Vampire rights to another company -_-

Last Exilie-2 did not so good as they hoped, so the studio is in pinch once more. But this one has nothing to do with it. It's already third JAniCA project and famous studios have no problem participating in it indifferently to the fact of funding

There are probably some Japanese historical otaku on this board. They would have better explanation to the preview.
The preview states who killed Ryoma. Ryoma was a famous samurai rebel. In the private life, he is a womanizer. Japanese people still idolized him. There is saying Japanese public hope their politicians can be like Ryoma. The most popular theory of Ryoma's death was Shinsengumi got him. However, Shinengumi denies it.

I remember watching the live stream that promoted this and Little Witch Academia. IIRC the story is mainly focused on the mystery of Sakamoto Ryoma's death and the culprit responsible. The main character is original and not based on someone from the time (I think?).

They did say that the OVA is made to be a pilot, meaning they really hope to be able to do a full series. Also means we shouldn't expect to have any answer by the end of it.
