Yes, she should have a figure at 13 but doesn't really in this picture. Even worse now that it was mentioned and I really looked at it she is way to small in this picture. Full grown Vivio will be a whole head taller than Nanoha. 13yo Vivio should be about as tall as Nanoha.

Even 10yo Vivio should be a bit taller in that position. This looks more like 6yo Vivio.

There's also a major issue with the water level.
