Assuming not talking moving gifts, it's pretty simply, download the episode that has the image you want, get to part you want pause, and use a program that can take screenshot images from a video[such as fraps]. You could use print screen though that usually gives you lower quality image results.

Animated avatars / gifs can be made with the programs Virtual Dub and Imageready.
Here's a step by step guide on how to make them. You can also use this post to learn how to optimize gifs further and also where to download the virtual dub program.

Will this do? Sorry about file type you can change that easily though after you save it, if you need .bmp instead. Edit: Uh for some reason that image is show as wrong size, click it's link for the resize silly photobucket.
