Depends on the following

1. what game
2. what resolution
3. what settings
4. what os
5. What crapware/processes are you running vs the cafe system

see the framerates (fps-higher is better)

some games the 9800gt is faster, in synthetic benchmrks the 9800gt is faster, in real world performance the 4770 is faster. The 4770 is faster in most games by at least 10%

You have to be careful since the CPU can also have a factor on the FPS or gaming performance. Not all CPUs, especially AMD and Intel CPUs perform the same since they work differently, but it will not likely impact it as much.

Another thing is that some games are optimized for a different companies graphics card. For example, game X can perform better on a ATi graphics card and perform less on a nVidia card or the other way around.

Synthetic benchmarks such as 3DMark06 (which is commonly used to measure DirectX 9.0c performance) and 3DMark Vantage (for DirectX 10.0) don't usually tell you how the game will perform since each game is different. For older games (2008 or earlier), most will play fine with acceptable frame rates which are playable (30 fps (bare minimum) or 60 fps (preferred)). If you wish to find out the performance or fps of your game, just download and run a program called FRAPS which will display your fps count in real time.

Another note: In recent benchmarks, there is little difference (probably 2-3 fps difference) with FPS in Windows 7 and Windows Vista, but there will be a big difference with FPS if you compare Windows XP with Windows Vista/7. Windows 7 is essentially Vista, but refined, but upgrading your OS to 7 won't give you that much performance increase regarding FPS.

Other factors can also effect FPS such as cooling of the system, etc.

the x2 7550 and e5200 are pretty much identical on most current gaming and video encoding bechmarks at stock speeds. Also I just note the cafe runs 4gb of ram this probably implies a 64bit o/s. Meaning it can utilise more than 4gb of total system RAM (includes videocard ram)

As long as the GPU is stable there is no difference between a cool card and a hot card.

If you want to overclock then having a better cooling system is essential.
