Well it looks like Arclight is still incomplete.
And the way your saying the new guy holds out his hand similar to the way Yamada does it, reminds me of Arca's last words "The Left and Right hand of God".
So it seems theories about Yamada being 1 hand is coming to be true, since it seems that the "other" had appeared.
Maybe he looks like a older version of Yamada? Would explain why his face is hidden.
And I guess that Uten and Kafka were mind controlled and that Seto and Solva somehow freed them(my bet is magnet world had something to do with this).
Spoiler for holy shit:
Arclight is still very incomplete and very naked in his fight with Blade, I honestly wonder how the fight will progress. Unless Arclight decides to start spamming Psychokineses, Blade has a counter to all of Arclights favorite techniques(at least the ones shown in series).
Well the problem with that is, that Ishiyama is also holding his hand out, so I don't think it has anything to do with that, but they did somehow ignore Solva's gravity by holding their hands out. The closest person I can associate him with is Strom, but this guy is clearly white and has a good fashion sense.
I honestly doubt Magnetic World or Gravition can forcefully control someone's mind, something seems to be up.

Spoiler:
Well, if something is up, then it's Saten... Never know whats going on in his mind.
Magnetism may have some effect on the brain... You know the magnetic waves after which you get a headache and such.
But now I think that they may be working with Saten. Just a hunch but the guy gives me "Everything goes according to plan" feeling about him.
Well, even if Arclight isn't complete, he is more complete then he was before and Arclight was already superior to Blade back then, so unless Blade and co get help they won't stand a chance against Arclight+Riru...

Spoiler for holy shit:
Something is up with Saten, a guy busts through a wall by knocking a scientist through with Saten standing casually twirling around some keys. Also the guy was pretty buff and looks to have a stigmata or some mark on his arm. In my opinion, Saten's plan is being sprung.
I still don't think a headache would cause Kafka and Uten to let them do as they please to Simeon scientist. I do get the "just as planned" feel from Saten, they could be working for him. This goes along with my old theory that Cruz was supposed to meet someone in the sewers in chapter 1, but Blade completely changed everything.
Well you got to think, Blade has also improved too by alot, Mastering the fourth wave and Agniscwattas. He will still be on the defensive end of fragment battles, but unless Arclight does use Psychokinese, Blade has a way to fight back, but his chances are incredible slim. Also Riru doesn't seem to be interfering in their fight, she is focusing her attention on the rest of the group.
Yeah but Arclight comes out with a shit ton of stigmata's on him. Riru seems to be challenging Cruz, Disk and Eve, or at least separating them from Arclight and Blade. Also Arclight is missing a few stigmata's one in particular is Uchida's, still Blade seems to be screwed.
Actually...
Spoiler:
You can see Teruyama's Stigmata on Arclight's right bicep in the main picture where you see all the Stigmata (page 6) and again in the picture where Riru says Arclight is still seeking the final three Stigmata (page 13). Looks like it changed place since Teruyama showed his off in Chapter 99 to mirror where Saten's is.
Also, for those who care, you can see Bremuda Asport (left shin), Flame (right bicep), Fourth Wave (left bicep), and Doppelganger (abdomen) as the known and visible Stigmata. The other visible Stigmata are left forearm, right forearm, left thigh, right thigh, and one Stigmata that spans both the left and right pectorals (which brings the number up to 9, thus making sense that he's only missing 3 to make 12). We saw Agnishwattas appear on Arclight's hand in Chapter 100, so perhaps that's right forearm with a bit on the hand and forearm (Arclight was wearing long sleeves during that moment, so maybe).
Edit: Hmmm... there is one frame where you can see a Stigmata on Arclight's right shin. Maybe the Stigmata covers both the shin and thigh since the thigh part looks lazy or uninspired compared to the designs of the other Stigmata (just a line). After all, Uten was wearing shorts, so maybe there's more to it than what we saw then (like with Arclight's sleeves). Well, we'll have to take the story's word for it and think that Arclight has 9 of the 12 and is missing just three. His body is already pretty cluttered with these markings, so I'm wondering where they'll go... maybe the eyes?

That, I assumed was...
Spoiler:
Seto's powered up Gravitation exerting some force on their brains and hearts, thus causing the pain. With her new Gravitation, she seems to be able to control specifics about it including direction and object (like the knives that Uten was throwing).
Seems with that she's in control of those two and just made it seem like they were captured so that they could get to Simeon and destroy the chip. Kinda curious what type of Fragment or fight will happen next given the new character.
Hm, could the guy that smashed trough the wall be Strom?
Spoiler:
Doesn't appear so, the skin is light like every other character whereas Saten and Volos had a dark shade. Also, the hair is dark and not white like Strom. The builds are about the same but the hair is longer and he actually looks pretty finely dressed.
Uten and Kafka are being kept in check because Seto can controle the glass shards which are embedded within them. Apparently even Edenseed has a hard time regenerating the heart and brain.
I noticed those little "popping bubbles" we saw when Yamada awakened to his power reappear next to Arclights head. Interesting.
The one thing which annoys/interests me the most in this chapter is Ishiyama. Is there really no limit to what this guy can do?!
Great, fantastic, marvelous!! I have no words to describe this chapter.
Spoiler for spoiler:
Sure Arclight being inside the cocoon was predictable, but here pretty much any of us discarded that possibility just because Disk suspected it was him.
I don't know what in the world is happening with Seth, Solva, Kafka & Uten, but it's sure hella interesting.
Saten!!! Always good to have him appear planning something. And that big muscular guy?
And yet another huge cliffhanger that leaves at the edge of our seats. On top of everything, Seth seems to know who's this guy.
Have I forgotten something? Oh yeah! Yamada, Blade, Eve & Disk are fucking screwed.
I don't think the guy who busted through the wall is the same guy who is next to Ishiyama. I think it might a clone of Saten, he seems to have a stigmata on his at the same place as Saten.
I wish Imai would have kept the same spots for a stigmata as they are on the original Needless, just seems like a huge inconsistency to me.

I disagree.
Spoiler:
For one, I don't think a clone of Saten would call him "Saten-kun". Also, I think after meeting Saten, he got dressed, and joined up with Ishiyama to attack Seto and Solva.
Nothing noteworthy or remarkable from this month's Ultra Jump besides what was shown in the chapter already. There really isn't much difference in the image quality between the scan and the real copy, so there's no new details after examining Arclight's body or the shadowy figure. Guess we'll have to wait.
The only thing I could possibly think of is the announcement that the next chapter will have the color pages and that the next volume should be out in mid-November.
Well that was a way better chapter than last month's.
Spoiler:
Finally, Seto and Solva again! It may look like Seto and Solva lost the fight, but Seto has actually implanted glass shards around Uten and Kafka's vitals and can use her gravity powers to kill or heavily disable them at any time. Kafka and Uten are now being used by the girls as a means to get inside Simeon and deal with the data chip and Arclight.
I'm hoping the Mysterious Shadowy Figure is Gido or something equally ridiculous. There aren't really any clues in the text about who he might actually be aside from referring to Saten with a -kun honorific, so feel free to make wild guesses to your heart's content.
Anyway, mostly delighted to see Seto and Solva again after all this time. Now they just need to get Mio back in the fray and I will be a very happy man.

Spoiler:
Sucks to see Seto and Solva's fight end off screen but the way it's presented now, without a clear winner or loser and both teams still alive, it gives us the opporitunity to try to guess and figure out what happened. And, given how they are now, I'm happy to see they've teamed up sorta since I never would've expected that and that's more interesting than Seto killing two lesser characters again.
As for the Shadowy Figure, I'm going to guess it's Cruz but adult Cruz. Why? Well, given the three clues we've seen ("Saten-kun", Seto recognizes him, and the fact that he holds his hand out to negate Gravitation), I think it's pretty clear it's either him or someone that knows Cruz and has taken his Fragment (like Kefit said, possibly Gido or someone from the Adam Project) and is using it. Whoever it is, will be interesting to see.
that the big guy with Ishiyama is Gido boostered up with the Eden Seed. That hair looks like him, plus his wardrobe and the way he adressed to Seth.
EDIT:
Spoiler for spoiler:
IT'S FUCKING HIM, NO DOUBT!!
Good catch you two. One thing I'd like to add though
Spoiler:
On the final page of the chapter, when the shadowy guy is using his Gigantism fragment or whatever to make him super large, it doesn't appear he has a mustache. Gido's always had a bushy mustache that's covered part of his mouth and, the way the smile appears, it doesn't look like there's any bushy mustache there (otherwise, it'd cover the corners of his smile). Doesn't mean it isn't him nor could it be a feint by Imai Kami but that's just something missing from this villain.
Also, when looking at that pic one more time, that bit of light in the middle of his forehead is likely a byakugou or something. Guess that'd explain why he'd have multiple fragments like Cruz's Shield of Aegis and the Gigantism one (among others).
But how would he have Aegis Shield when he and Cruz haven't even met. Also, I must add, Ishiyama held his hand in a similar fashion and repelled Seth's Gravitation as well.
I don't think that's the crystal he has in his forehead (looks more like a diversion), and his bulked up body must be a product of Eden Seed + something else.
But anyway, considering Seth is shocked upon seeing his face, there should be almost any doubt that the big guy standing before her is a enhanced, rejuvenated Gido.
He being so young and bulky now is most likely a result of the fragment he acquired.
But man, who else here wishes it was October already? I can't wait.
