Which leads me to think either froggy is the world's top mage medic or more out there, a healing angel.

Well about Aleister, everything about his past was mentioned in Vol7, and also Vol13 epilogue. Crowley used to be the top magician of the Magic Side before chased down and 'killed' as he went to the science side.

Heaven Canceller used to be a small-town doctor in rural England when he found Aleister on death's door. And he's the one that came up with the idea of Academy City and helped Crowley setting it up in Japan. (ref Vol13 epilogue)

So I don't think he's some kind of angel... at the very least, his skills aren't supernatural-based, as otherwise Touma's IB might have destroyed his healing on Touma.

True that.......now if Kamachi does a WTF and makes him an alien....explaining the froggy appearance and advanced tech.

maybe Dr. geckota powers are of unholy nature, wich imagine breaker havent faced so far, there are myths about the devil healing goo ppl so they have a chance to sin and go to hell.

If Touma was caught in some plot involving infiltrating an SAF base however, this MP will not go easy on him.
