Acqua could grab his own shoes and punch him to another country with them, considering his saint strength the formula should be of no danger at all when it comes to unarmed combat; I mean, it's freaking superman we are speaking of. He could have taken him out with his rune magic, but he wasn't able to use that at the time.

Acqua probably didn't discarded his weapon as for the narrative wanted to keep "the romance" of having swordfighters going at it to the finish.

The queen is "talking" about the people that try to fight off Carissa's rebellion through their own means (such as the magicians that left that church headed to the battlefield). They are opposing an archangel class enemy that is close to a type of power that can destroy Europe while having no equivalent triumph card to fight on those grounds on their side.

BTW - since Sphynx was there - the most likely people to be in that church and left for battle would be the Amakusa Catholics.
