Nah, I'm hoping for Earth. I wanna see Wendy get massively OP when she can eat two elements that are quite abundant and easy to find. Air is all around, she can eat it anywhere. Earth, a little less common, but still, everywhere.

tadaa......lightning........friction in the air causes electrostatic charge to build up... hence lightning.

and I think the secondary element must come from other dragon slayers or types of dragon (we only know of fire, iron, air, holy and shadow dragon, and lightning and poison second generation ones)
hmmm poison.....air can help it spread it.....that is good combo also.

I don't think it's just any earth non-Earth Dragon Slayers can eat. It probably has to be magic.

Natsu couldn't use lightning magic until he at Laxus' lightning. Gajeel couldn't use shadow magic until he ate Rogue's shadow. And Ethernano is a magic element comprised of all elements, which is what let Natsu and Wendy achieve Dragon Force.

My goodness...then again, was their any doubt...? Not only does she get a new waitress uniform, but she gets a new fangirl... And for some reason, I can't help but see Natsu in the way she just smacked that girl after she delivered a sob story.

There's an interesting theory floating around the internet that:

1) This chapter is pre-time skip
2) "Moulin Rouge" already joined Fairy Tail under the name Bisca Mulan.

The evidence being that:

Rouge:
1) Uses guns
2) Dislikes sweet food
3) Is an immigrant
4) She goes all fangirly towards Erza at the end
5) Has a pet rat

Bisca:
1) Uses guns
2) Dislikes sweet food
3) Is an immigrant
4) Her first guild card notes that she looks up to Erza, and the old "Sorcerer Magazine" interview has her saying the best quality of Fairy Tail is that Erza is there
5) She keeps a bunch of exotic pets.

You can also see Lucy in the background of one panel fleeing instead of moving to interact with Erza. And Erza does not appear to be wearing her current default armor. Indeed it looks like both Lucy and Erza may be wearing older outfits.

but this create a big plot hole, lucy never meet erza before she join FT and bisca is inside FT before lucy join.

their weapons are differente while bisca use rifles she use a pistol
bisca cloth is western type while her cloth is more punk like

this means who unless for some strange reason she have a 100% change in appearance, name and personality, their can't be the same person or we gonna get a plot hole.

I'm not sure myself, but in defense its certainly possible Lucy didn't actually see Ezra in that scene, just saw the chaos and ran away with the crowd. A change of attire and weapons isn't entirely out of the question and in the case of the weapons, rifles would be considered an upgrade.

As to the look, hard to say. Both of them have very defined lips, something you don't normally see on the other girls. Her face does look different, but that could just be because of the hair style. I wouldn't know if Moulin could have a hairstyle like Bisca with her spiky hair. Perhaps with a lot of combing and constantly wearing hats, she could flatten it out.

Finally, Bisca's power does seem somewhat inspired by Erza's; they both requip.

Like I said, I'm not sure myself, but I'm defending it because its an interesting theory.

It's possible that Lucy didn't know that this "armor-changing girl" is actually Erza.

Moulin's flintlock also appears out of thin air.
