One man's freedom fighter is another man's terrorist.
The difference is usually what someone is fighting for. The ones usually considered to be freedom fighters are those fighting for a homeland against an occupying force. The concept of if their struggle is valid or not depends on how one fews the ownership of the land in question and the rights and privlages of those in said lands. However. freedom fighters and rebels don't generally go ten thousand kilometers away from the lands of their oppressors or their own lands to "strike a blow for the cause". Especially in a country that sort of supports them from time to time. There is no logic to such a thing unless the group intends to kill someone specific (snipers and assassins work better for that than random bombings unless that is the only way to get close). There is not clear target in Boston for such a thing.

I have a sad notion that it will boil down to "dangerous idiots" who committed violence because they couldn't connect the right dots to have a "meaningful target".
