Canon characters are designed drawn created by Kishimoto ( Naruto Manga ka ) and which appear in the manga .Filler chracters are created by production house sometimes with creative input from Manga Ka ( Manga Author ) but dont appear in the manga .

Canon refers to information and plots that comes directly from the source that do the Series, in this Case Kishimoto.

Fillers are plots and characters that doesn’t come form the intellectual work of the Author, and are just present in the Work that is based on what the author has made, in this case the Anime.

The character you mentioned was not created by Kishimoto the author of the Manga, and this Character is not present in any part of the Manga that is the direct source of Naruto, hence this character is filler and has no importance in the storyline made by Kishimoto.

However some are wrong, just because a Character was created in Anime, that does not mean Kishi can’t introduce him later on in his work, The Example of this is Sasuke Uncle who was created as a filler, and then the Kishimoto borrowed this Character.

She's got to be a female, it would be quite uncool if there are absolutely no kunoichi in akatsuki, and i think Kishimoto knows that. His problem may be to decide what powers this kunoichi has which makes her as strong as the other members. And i guess that at the same time Kishimoto wants to make her human, i mean like Itachi, not some inhuman freak like Kakuzu or Sasori or even Kisame and Orochimaru (shark and snake monsters). She should be very powerful and sexy at the same time, just like Tsunade. It's just difficult to think of what powers she should have in order to be that strong, the already known akatsukians have taken most of the best-of titles. For example as a kunoichi it would be uncool she were a taijutsu super-power, mostly because that feature is already given to Tsunade and Sakura. Then there is genjutsu, Itachi is the god there already. In ninjutsu we have Kakuzu for super-elemental fighter, Itachi has ultimate fire, Kisame seems ultimate water. I think the ultimate sealing specialist will be the leader. So my guess is that she might be a summoning specialist, it would fit a girl to not dirty her hands with taijutsu and nature elements but to summon an army of boss-level animals and control them in fight.
