But in 38, she is talking to Envy, even SAYS ENVY'S NAME, right in front of the Fuhrer who's sitting at his desk? What's up? This would create even more suspicions about him if not for that scene in 31.

In said scene the door opens and Sloth, unaware of who walked in, covered the mouthpiece, but when she realized it was the Fuhrer, she quickly began talking in a nonchalant manner again.

Pretty safe to say if that even if he isn't a homunculus himself, he's in on it.
