Doesn't look anything like Flora to me.

The general features bear a passing resemblance. But still, I won't mistake her for Flora. If anything, I think she resembles Riful in her awakened form.

That panel reminds me of the first AB fight in Pieta where Cynthia and Veronica did the finishing blow after Jean and Helen dissected the AB.
