Nah, BS-TBS first air date for IS was different than TBS (and I think CBC). The first episode was aired in 30th January. (Source)

It's a pretty standard arrangement.

I wonder who's the main villain in this show? In fact, we've never seen him once in a while. I mean the responsible about the EP4 attack.

the villains seem to be a few different nations
especially the US because the author seems to have a problem with it...

We're probably not going to directly see the real antagonists unless there is a second season judging from the anime's current progression through the Light Novel. We might get a parting shot at the end of the final episode to set things up or a casual mention though, as their existence is going to become increasingly apparent by then (Assuming the anime doesn't pull an original ending).

Outside of that particular bit in the manga that portrays the US's attitude towards Japan remarkably badly (Which I do not believe is portrayed quite that way in the LN), the US doesn't seem to be inherently evil in the IS universe... albeit they seem to have a tendency to make overly powerful IS that either go berserk or are the target of terrorism, but that isn't "exactly" their fault.

I'm predicting that in the second season, the antagonists will appear. Or around the end of the First season.

well as you said, they could make a cliffhanger ending to the 1st season, then continue the story in the 2nd. But that depends on whether will they have a 2nd season or not.

yep, 1 cour/12 eps.
but since it's undergoing an ever-increasing popularity (last but not least the Madoka-crossovers

) a second season seems likely.
but we'll have to wait for last episode and see how they're going to end it, in order to ascertain that.
