many good recommendations (like REC, Lov*Com, Hanbun no Tsuki ga Noboru Sora, etc)

Some offbeat choices:
Tsukuyomi Moon Phase -- vampires, comedy, tragedy, but at the core its a single couple's romance from start to finish.
Kamichu! -- there's a romance at the core of this one from first to last. All the other interesting stuff has it hard to see at times but the last episode cinches it.

Does it have to be anime series? If you're open to movies/OAVs, I'd strongly recommend Byousoku 5 Centimeter.
