She's not that much younger and given her comments in ch 1 of season 2 about her plans for her, Moka, Tsukune and a bed she's still really fixed on both of them.

Yukari's somewhere around 13 or 14... so only a few years younger

and there's a reason why she's sometimes dubbed the 'bi-loli witch'

I thought she was 11? Did I read that somewhere else? She can't be that old, seeing rest of them were just starting High school when the manga started.
