If you watched the episode, Touma was given a manilla envelope. Papers floated out of them- that was the paperwork already filled out for him.

You mean the bit about getting out to rescue Orsola Aquinas? Stiyl's note about Index being 'kidnapped' to get him out of Academy City also had a permit to leave Academy City with it, so Touma can just walk right out of the gates. In the Vol7 novel Touma even commented on that.

I am sure this has been asked before, but I can't seem to find it in this thread, and having watched Index I and started railgun, I am wondering when exactly did the beginning of railgun happen compared to index, it seems like it's taking place a few weeks~months(?) earlier than Index's starting point, is that accurate?

A few days sound about right. It in the middle of the Level Upper incident that Touma met with Index.

No. Railgun in and of itself mostly happens before Index happens. It doesn't have much to do with Indexreally.

No. Railgun is completely different from Index and it's not necessary to watch it (unless you want more Mikoto fanservice).

Index and Railgun are very diiferent and i mean VERY! Railgun took place before Index and only focus on the Science Side while Index focus on both the Science and Magic Side

no, to be more precise. Railgun anime focus on the 4 heroine girls of railgun. The railgun manga focus on mikoto and the girls but still go a bit dark but still girls.

what does Komoe actually teach, because i don't see how she can teach about esper abilities when she doesn't have one herself

She teaches the theories behind esper development. And it's not hard, most abilities seem to follow a certain formula or science.

I heard she's also a chemistry teacher as well.

None of the teachers are allowed to go under ability development, so none of them have powers. I don't think they teach only about esper abilities in school - there should be normal subjects like English, math, music, etc. in there like a normal school.

how does the ranking system work for Espers, i know it goes from level 0-5, but like how do you level up, since Touma is only a 0, how would he get to level 5 like Biribiri, i'm assuming getting to level 5 is crazy hard since theres only 7 in Academic City, but how is it determined since Touma just started and he's in high school, while Biribiri is in middle school

According to Yoshikawa, here's how it goes:

Level 0: Idiot
Level 1: Imbecile
Level 2: Extraordinary Power
Level 3: Strong Power
Level 4: Great Power
Level 5: Super Power

Basically, Level 0's have passive or no abilities, and starting from Level 1 it rises up depending on how much control and power an ESPer has. The rate of ability development and level differ from person to person. For example, Mikoto and Saten are the same age, but Mikoto is a Level 5 whereas Saten is a Level 0.
