Yup, it's definitely Cardcaptor Sakura meets Nanoha.
I've renamed this thread to focus on T.P. Sakura. If people want to discuss the D.C. ext OVA that comes with the PSP game, then I guess we can create a new thread for it (though it really is more of a bonus disc, since it just animates a few confession scenes from the game; not really a full standalone work, unlike this one).

The new seiyuus just don't have the same appeal. Suginami is still awesome as always though.
Story-wise, it's a pretty standard mahou shoujo story. Nothing less, nothing more. Spoiler for But at least we got to see...:
