No one knows. Not the audience, not the (other) characters, possibly not even the author. It is deliberately left unclear. The author may reveal it later, but there's also the possibility of the series ending without an answer (as in, they have obligation to answer in the series).

Other than the black blood issue, there is none at the moment. It represents his darker desires for power (which so far he's managed to turn kind of to his own advantage, good man), but IIRC we've not been shown anything more concrete about the little demon.

Also on the point of why isn't Maka a weapon I agree it may just be due to genetics, some people may just have the weapon gene as the prominent gene which is why they are weapons but if it is not it may just be that the child will become a meister to that weapon which is why Maka uses a scythe.
