Maybe, but Adult Mikuru is working under the constraint of "Make sure everything goes to plan or else the history that you know and all of the people in it will be erased and replaced with a new one". One misstep really would result in the End Of The World according to her understanding of temporal mechanics. People can do a LOT of morally questionable things when survival is on the line, and when Taking A Third Option is not possible, it's hard to say that they should submit to death rather than crossing moral lines in order to survive--it's like the Donnor Party's dilemma--do you die of starvation (or what-have-you) or do you commit cannibalism?
