Also a voice actor joke:  Yes these are characters played by the actresses for Ritsu and Mio in Bodacious Space Pirates (The one that looks like a Sailor Moon parody is in fact a Princess from Serenity)

I'm guessing she was resisting earlier, maybe because of Sumire's superir assets. (Or that she turning into a little brown girl in less than a minute). So they are having to strip her.

Most official art will come from an artbook, merchandise, or in this case, a magazine. Apparently this one came from the Megami magazine. As for that picture... very much all anime/manga/(other media) will have a few "extreme" otaku. The branding of "most annoying" is definitely subjective matter- not all fans would take their love for a franchise that far, and it wouldn't be a far-fetched statement to say other franchises have some equally annoying fans, but I won't say more than that. Those eyes and legs bug me for some reason... the rest of the club prez looks fine to me though.
