Like I mentioned somewhere before, let's look at what the other WSJ series were at chapter 167:

Naruto- Naruto is fighting Kabuto, as part of the Orochimaru vs Tsunade fight.
Bleach- Ichigo is fighting Byakuya all the way back in SS arc.
One Piece- The Alabasta arc is just beginning.

Compared to these, I'll say that DGM has been moving like a bullet train.

This can only be bad for Allen , He's going to be the primary suspect..., Probably will be placed under arrest and all, while I bet Cross isn't even dead. but anyway , I can see it already , Lavi is going to tell the truth to Lenalee , and they are going to make a plan to break Allen out , hueg internal fight inside the order , then the Noah arrive , and epic sh*t to ensue.
...Or maybe I imagine too much things :P

Then again, the mangaka has killed off main characters like Kanda and Lavi before, and we know what that happened after that. Frankly, this can lead both ways. Cross can "really" be dead and he could just as likely come back.

Cross' role has sort of been fulfilled, I guess. It is likely that he really did die. Also, as we saw in the battle with the Level4, the Generals really aren't that far more superior to the normal exorcists.

Not true. Cross just didn't anticipate the level 4's ability to do the scream. Once that surprise is over, it's just a matter of pumping the fat angel full of lead. Also, Socalo wasn't overly worried. He's actually excited that the level 4 would be so "fun" to deal with, and not die in one hit.

It was already hinted that one of the CROW, possibly Howard himself, that was the one behind the door. You could see his mask...

But damn, If they really are the ones that off-ed Cross, either they are really hellbent on eliminating anyone connected to the other side, or they have a back up weapon more effective than their own Exorcists. Cause what the hell? They actually feel that both Allen and Cross are expendable?!

Of course, I'm not sure if Cross is really dead or just mortally wounded... I always thought he might be more than just human.

But I must say this manga has gotten so good again. The last chapter and this one really moves things along dramatically.

What a shocker! I can't believe that Cross is dead. He's dead, murdered just like that. Cross really is my favourite General on DGM. I so sad. I'd expect something dramatic would happen but I never expect it to happen so soon. Who the hell kill him? Poor Allen, one bad thing after another seems to be happening to him.

So Allen was feeling depressed and lonely, and decided to sleep next to two close friends. Nothing overly suggestive in that, unless your disappointed that Allen and Lenalee did not sleep together in the more biblical sense.

Did you notice that the windows behind Cross were completely untouched, except for his blood? So whatever killed/mortally wounded him was either really upclose and personal, and to fast for him to react to, or it was a longrange weapon designed to only attack/harm innocence users.
But there could be other explanations I suppose.

Apparently the attack was not very loud and happened very fast because Cross never even left the seated position he was in and never fired one of his loud and destructive bullets. Another observation was that nothing else in the room was disturbed (at least from the perspective we were given) and the bloodstain depicts that he was pushed against the window and then slid down along it after being attacked from the direction of the door.

I can see Allen being implicated, but wouldn't he have been under clandestine observation every single moment since he left the meeting with Cross. So unless they are deliberately trying to frame him they will know he is not at fault.

That other side of the war bit has my interest piqued especially with Gramps reaction to it. I'm just speculating here, but it seems like Gramps either knows enough to keep his mouth shut and close his eyes when someone brings it up. Or he knows exactly what is going on and had just made a connection between the 14th and the Earl, or something. Any thoughts?

You know these kind of plot twist often employ multiple layers of possibility behind it. Either he's really dead, or he just plays it after talking to whoever came to visit him.

If this was the atypical mystery novel style, it would be the 14th who moved in Allen's sleeping body to discuss things with Cross and plans his fake death so he could run around covert again, with naturally...Allen blamed with 'photographic' evidence of him coming in and out of the room.

Hoshino-sensei has been shown to be pretty ruthlessly Togashi at times, but it's hard to tell with this one. With Kanda, Krory and the rest, it was bloody obvious they were not going to die, but with Cross...eh...

If Cross really died, who killed him? If really just guy from CROW can kill a general like that, it would be so unrealistic. Cross was also prepared and he can't even do a thing but get killed. I mean, that would conclude those CROW guys can probably handle 3~4 Noah at once. Also who does Allen have to kill, Lenalee seems to be the most likely one after Cross, who... died/heavily wounded/died. The thing about Johnny being on Lenalee's, well he probably just earned much hate from the fans.

Like the rest of the manga readers I was taken aback as well at the end of this chapter.

Cross's body leaning against the window, and the blood all splattered on it.

I believe that whoever delivered the killing shot knew his or her own movements pretty well to take Cross head-on and off guard, and at the same time packing a swift but concise punch so as not to cause noise that would have alerted all the staff inside the building.

Prime suspects:
It could have been Lulubell. During the invasion of the Order's HQ, she successfully shapeshifted the form of one of the Head Officers and infiltrated undetected by anyone, until revealing her true form.
The Earl could have issued her an order to assassinate Cross due that the General knows too much about the 14th Noah, and feared the latter would tattle-tale everything to Allen.

Howard Links is another option. Links was one of the guardians at the meeting, disguised to stay very close to Allen and Cross. He figured out that Cross tampered Timcanpy before leaving and reported it to Rouvellier right away in full detail.
Rouvellier entrusted Links with something of an assignment to take care things of.

A third person as a last option for the murderer.

Some of you guys said nothing in the room seems to be touched in any way. But... take a look at the curtains! I don't know if this means anything, but it is surely... 'a thing' o.o'

Something that really got me thinking was Bookman's reaction at the "third side in this war" (?). I wonder if he has made some kind of connection between a couple of facts and realizes now what a huge trouble is coming... or sth like that. =p

By the way... couldn't have been Gramps Cross' murderer?
