Of course, the lazier option is just to have a sign translation at the top or bottom of the screen and avoid all of the scary redrawing.

It's not as bad as it seems, but yes that is also a legitimate alternative; sometimes, for instance, you don't get as much space to extend signs. As you mentioned, full text replacement is still an option and so is resizing the signs themselves.

Edit: But realistically, most viewers will accept just plain old ASS text somewhere where it's readable.

Yes, drawing a vector box would have worked if the plate has only one composite color, but it appears that most plates have gradients, so you need to layer it several times. From my experience, if I were to draw this kind of sign in ass, it will take me at least 3 hours to emulate diagonal gradients as well as adding shades. But, it only takes me a couple of minutes to draw in photoshop. Hence, it's nice to know that there's a program to convert from raster image to .ass

Anyways, doing the text on that sign is very easy... Basic {\bord0.5\1c\3c\3a} trick would work pretty well to match the text. Of course you can just use a straight text in .ass without matching any blur/color and even light, but it won't be called typesetting, now would it? ;p

What about at insane resolutions like 1080p?

Resolution independent; most viewers are happy with simply knowing what the sign means (even with a sub-par presentation).

is it for inputing graphics, logos etc into some program to rerender anime?

Very simply put, it converts an image file into an ASS code. What to do with that code is totally up to the user. ASS, of course, is the same subtitling format used by just about every groups around anime digisubing.

interesting idea, too bad like they said you can load img's with avs, and if you all forgot you can also load animated gifs if you are an extra lazy person~

Why not just use \K or \k and be done with it ;x or just sub an onscreen so that it is readable instead of "leet"?

.sub/.idx is bitmap pix so this program can change DVD sub to ASS fast and easy?

No, not like you want. That's OCR. This is not. This uses ASS's drawing command to replicate the image on the screen. If you're OK with that, then I suppose the answer is yes.
