Essentially, Cendrillion mailed her chopped up body parts to Mugino with instructions on how to prepare her- Mugino followed those instructions and basically cooked up a girl in her bathtub.

That's why she needed to be cooked before getting reassembled, the raw ingredients didn't look like human parts (though they couldn't have looked quite normal)
