CCCP will play 10-bit with it's default settings via LAV video decoder or ffdshow video decoder. A high clocked Core 2 Duo or newer/faster is a more realistic spec for playing 10-bit video. Graphics card doesn't matter at all unless you are trying to use madVR. (madVR is nice, but I'm sure that most people won't be able to notice the difference between it and the default - for me, I use EVR on my laptop to reduce power consumption and extend battery life)

If you want to use madVR with CCCP, it's recommended to disable madVR's internal video decoders or you will likely not have any subtitles displayed. As previously said, install xy-vsfilter.googlecode.com for best subtitle support.

By the way, that E-450 is probably twice as fast as a Pentium 4.
