Yes. I doubt there is anyone else with Elemental Sight, which would give Tatsuya the greatest range. He could quite literally bomb another continent from the comfort of his home if he wanted to. It should also be noted that everything he has ever used Regrowth on could be a target of MB without the use of Third Eye.

Okay, I checked EnigmaticAxiom's summaries again and found this:

"The other Sage inciting these events was Jide Heig (also known as Ju Gie). He was the leader of the international terrorist organization, Blanche, which had its Japanese branch destroyed by Tatsuya, and the older brother of Richard Sun, the current leader of No Head Dragon."

So yes, the Sage is the leader of Blanche (I mixed up Blanche and No Head Dragon).

Not necessarily, her magic is "amplified", not "can only be used".

In other words, in any normal situation (except facing Tatsuya LOL), she is a very powerful magician with a very deadly magic, AND if her targets are in a tunnel (or sth like that), they sure are in deep sh*t! LOL
