I probably shouldn't be surprised about it getting an anime, but I still kind of am.
I'm not expecting much of a narrative from it. Still, if it's filled with the interesting concept of personified gaming consoles then I don't really see a reason for me not to give it a try. S'pose I'll just grin-and-bear all the annoyingly bland moe stuff.

It is official. Noire has fans within the dev team of GW2 that they copied her signature EX move.
That skill is only usable with Sword+Pistol.

Looking a bit too deep in there: attack/quick step barrage isn't exactly original, and I really have hard time to see any notable similarity between that and what we have seen (hell, even with other RPG so heh).
Have watched few videos/streams while waiting for my copy, V certainly look like a major improvement in most areas, except perhaps the bosses, which are exactly the same as in MK2: They hit like a truck, but are sitting ducks most of the time (MK2 had an alternative: succession of several turns in a row, which is absolutely the same as a 1hitKO pattern so heh...) It is a shame they didn't try new mechanics and additional stuff in there, instead of the aforementioned pattern. That said the major improvement is definitely the 2D portraits: characters look even more alive than in HDN1, and CH had the good idea to make them change expressions when needed (whereas in HDN1, characters, especially IF and Neptune, were stuck with their default pose far too often). The only downside is that for some reason, secondary characters and -every- candidates save nepgear have absolutely no character sprite, just the dialogue icons... so it is quite awkward to see a dialogue between Nepgear and Uni, while you don't see the latter onscreen -at all-.

I can't remember any RPG that showcases only a weaponset of sword-in-one, pistol-in-another character that makes an epic showcase of the skills. First thing that came to my mind is the adorable tsundere goddess.

It is actually a combination of Yuri's hi ougi, and Tales of Graces' Absel first Blast Caliber, Juuha Goushouzan, the extended part for Boss is taken from the third blast caliber, Zankuujin Mujinshou.
Blanc's hi ougi use that blast caliber first portion as well.
