I would say no. the Rock Lee with 5 gates would have if Neji had not known about it but Neji won't play around waiting for him to use it. And no less than 5 gates will work agaisnt NEji.
yea i agree. before rock is all powered up, neji would trash him. opening those gates seems to take a bit of time. but i don't think he'd need all 5 to beat neji either. if i remember, you only need 3 to do the primary lotus.
