Chihaya was real, heartstringy, and they dropped enough hints for us to at least know something big was up, then followed through just as much. And tied it up with a ribbon like it should, without excessive grit.
Haruka arc is well, just, well, goddamn Haruka. She's so positive that it takes a literal train wreck to knock her off-center (ironically, for this klutz), which she then cheers herself up by warping the fabric of reality itself! Now that's the power of an iDOL. That's how you end a series with a super-positive center, not Love Live! which went for a real forced character changing ending. I won't deny that the Maki was good, but that ending just left a bad taste in my mouth. That was the part that made me realize why I always had a thing for Haruka despite being a loyal Iorist.

While I am forevermore a Chihaya loyalist and her arc is incredibly heartwarming, the Haruka arc does have Haruka essentially steal the show. Haruka's breakdown is perhaps imho the best moment of VA acting I've ever heard in anime, just totally heartwrenching, especially since they chose to remove all extraneous elements and just focus the scene on her emotions, fantastic.

Basicslly if you're approaching this as a question of Haru,a vs Chihaya, you're doing it wrong, IMO.
The correct answer, when you're asked who your love should go to, is ALL OF 765 PRO.

One of my favorite h-doujins is basically a ChihayaxHarukaxProducer story, which started with Haruka seeing the producer for advice because she thinks she's unable to fulfill Chihaya's desires. It's actually kinda lol and heartwarming, particularly when Chihaya shows up and joins in the fun.

Maybe feel-good, perhaps. XD I did find it plenty amusing, such as Haruka mentions she attacks Chihaya's (non-existent) bust as step 1, and Producer yells "YOU'RE DOING IT WRONG" since that reinforces Chihaya's inferiority complex.

I almost cried again! This would be a good time to link that gif of Haruka and Chihaya's adorable Namasuka encounter with some ice cream.
