He'd probably enjoy Planetes if he gave it a chance. If he were to be just a bit less picky for that series. Or maybe not.
He might like Baka and Test. Fits all his requirements, except that it has a small sci-fi element, but it shouldn't be enough to stop him from checking it out. Season 1 is dubbed. I think they will dub Season 2, too. He would probably like The Place Promised In Our Early Days. It also meets all his requirements, except it also has a small sci-fi element. The sci-fi element for this film and Baka and Test really are minor. This film is interesting and innovative. Just show him an HD trailer of the film, showing off its superb animation. That'll probably sell him on it. Noir is a TV series that fits all his requirements. It does have some combat, though, but it isn't a lot of fighting like, say, Bleach. It has gunfights and some hand to hand combat.

Great Teacher Onizuka. It fits all of his ridiculous criteria, and will hopefully open up his horizons enough to define his tastes as something more than "oblivious".
...And perhaps Yakitate Japan. He has nothing against comedy...right?

Ef english dub comes out on Jan 31 IIRC.....
Angel Beats! but that has supernatural element in it.....it fits most of the list however. Seriously though...why so insistent on dubs.....fact that I downright hate english dubbing aside, that means over 80% of available stuff is cut off....

I watched too much anime containing anything action, fantasy, magic or supernatural, but the ones that fit your description includes :
Mayo Chiki : No-so provocating but pure school romcom. Mayoi Neko Overrun ! : Same elements as Mayo Chiki! Yosuga no Sora : Extremely ecchi but superb incest-themed romance drama. MM! : A school romcom with BDSM-material, but not much ecchi. Ookami-san : A school comedy with some romance. It has few action scenes and it isn't primarily centered at all.

There's only one anime I can think of that fits your friend. Hajime No Ippo. That's the only one I can think of that hits all his criteria. Wait, actually Black Lagoon fits too, and it's fucking perfect. Upon further review Black Lagoon is basically the only anime I like that fits your buddy, though Ippo is close too.
But if he's a man, and he likes anime, or he wants to like anime, he should watch Berserk. It's easily and obviously the type of anime that appeals to people who don't like dealing with the ridiculous side of anime. While it has parts that don't make sense in our reality, it's close enough and far more interesting that anything else. I guess if he like the vast majority of anime which targets young children, then none of my recommendations will amount to much. Other than that, obviously Cowboy Bebop, Gungrave, Code Geass, Death Note, Hellsing, Trigun, etc. The greats. If he doesn't like these, he won't like anime. But I'd try Hajime No Ippo or Black Lagoon first. Black Lagoon is a god damn masterpiece. |

I also suggets more anime to your buddy : it's School Rumble, a 2004 school comedy about a girl who met a yankee of the highschool. It's extremely funny and has some romance and I think it fits your criteria. Not to mention with Sket Dance, a 2011 school comedy about a group of three highschool students able to resolve the scholar problems. It's extremely funny too, has few action scenes (not primarily centered at all) and little to no romance, however it's very long (50 episodes I think).
