They are fearing China's technological prowress. I think it is more of a political issue that drives them towards scientific advancement....in the weirdest ways.

Why can't they just be like S.K or Japan and come up with some real technical research?

I can't recall the exact happenings... but imo there were 2 major science incidents in S.K. where scientists falsified data in their thesis papers (one was about genetics..). Not exactly the science that should be pursued nor something that sets them positively ahead of the taiwanese research done here. Sure thats isolated incidents but so is the case with the taiwanese research project on "Determination of Human Penile Electrical Resistance and Implication on Safety for Electrosurgery of Penis"

I recall of the scandal around the SK research on human cloning, but not what the second one would have been.

The first one was in 2006 or 2007 I think.....I read about that in high school. The guy simply copied one of the X-ray scans and modified it.

I read that he did it under intense stress : his superiors were bombing him for results. But that is the issue of "why bureaucrats should be test subjects" instead of "silly findings with dubious use to the medical world".
