Lack of rest?
Their priority as of now is gathering as much Intel as they can, however there's a lot of deviations in their plan, such as Golems, Armored Stratos, and of course Orimura twins. This is why they just act, and frankly, noticed recently.

But think about it, now that major countries already gather and form larger, more solid faction. And who cause that? Sarashiki family. Plus humble men named Joshua O'Brien and Iori Kirishima. Despite minding their own business, they accidentally set up an union between two rivaling superpowers, plus Japan, really. Europa Universalis already made them bothered, as well as ASEAN Foundation (yes, our dear countries ). Less and less country to influence because of them. Which mean less resource and freedom. BY Volume 4, Ichika was the spearhead of the Russia-USA-Japan Union (mostly as promotional material, but being the first male pilot, that means A LOT). And it got worse now that they secretly launched what could be called unisex I.S. So they switch their priorities into breaking the potential threats. That is, Killing Ichika first.

Aren't there more dangerous threats than him? Also, do they count on the societal shift? I'm reminded of 1984: The Party oppresses the proles, but if they rebel, the party would fall. Replace Proles with males and Party with IS/PT.

Societal shift is mostly dismissed, but seeing that Main weapon of PT are mass produced I.S., being paranoid has it's reason. Hence them dealing with Kirishima Corporation.
EDIT: I suppose this makes no sense, politics never been my best.

By the time V5 Rolls, roughly 500 unit of P.S. already produced, and with refined simplified technique, they can be produced by much lower cost than normal I.S., roughly 25-40 units (?!) produced per month.
Assuming one of them equal to 2-3 tanks, pretty much worth it

Of course that's only in theory, in practice, Chifuyu piling their debris in a humble, resurrected KureZakura, with Sub-core system even. Ichika also fought seven on them to a standstill (Though he can win given enough time). And finally, there's also the Patton 614, an M1 Abrams modified with I.S. grade armor and nothing else.

Nope, any instance they did it, a vehicle always involved, be it main battle tank, attack chopper, Spec-Ops power armor, or construction mecha (in case of Dan). Most of the time, they took casualties.
There's a reason for that. Their size and function can be vastly different depending on configuration, one time you can sport two unit of same model number but one is a humble power armor while the other one is a 3 m walking tank.
