Also, it's really not an end game spoiler. Sure, it's important, but hardly the most important part of the series. Well, except for Saten fans.

Basically, AC can tell how much effort is required to level somebody up. Everyone has the potential to at least be a level 1, but it can be much more expensive to do for some than others because of natural talent. So AC allocates resources to give those with more natural talent more support in leveling, while those who would be more expensive to level are basically given fake classes and treatments, besides the initial one to allow them to produce AIM. They can't level up because AC doesn't invest the resources. Essentially, your max level is set the moment you enter the program. The hints are actually there since early in the series. Misaka's DNA map is taken from her when she's a child to make clones of Level 5s. But back then she was only a level 1. How did they know she would become a level 5? The answer is the Parameter List. They invested massively more amounts of funding into leveling up Misaka than they did for, say, Saten, because they knew from the beginning Misaka had the potential to be a 5. Essentially, it's just economics. Albeit secret, asshole economics.
