I'm not sure whether this is CM is all there is to this, or a PV to an actual animated feature... but it sure looks beautiful as expected

This is a CM. Shinkai has done a lot of CM ads for this Taisei Construction company.

I was afraid of that. Still, Makoto Shinkai sure knows how to make anime features that can only be described as eyecandy
