I've used Paletweb and they've been quite well stocked. You can join Shrinemaiden forums for additional information and chat. Touhou Wiki has explainations of installing the game and English patches, but the site is having bandwidth problems lately. I believe the patches are out for all but the latest (Touhou 10: Mountain of Faith)
