Its definately a source of chakra, and thats why it has different levels to it.

Actually they can't release all their chakra themself.
It's the main point of the 8th Gates remember? To free all the chakra of the body without limits.

It was stated several times in the manga and in the anime that the curse seal 'eat' the chakra of the user, it extract by force the chakra of the body, that's why it's exhausting and even mortal if the mark extends without control like it was the case for Sasuke before Kakashi seal it.
Each time he was molding chakra, the seal eated it.

Naruto and Gaara are the only person having a second source of chakra.

I think he either summons Gama Bunta * Giant frog* or turns into full nine tails instead of just borrowing it's charkara. In the next eppy. Sasuke coulda beaten Garaa but ran out of Charkara unfornatly.
