Correction, choking is done by cable weapon AND I.S. arm. By ANY technicality, Laura is using her I.S. to directly harm Cecilia and Rin.

Unless the creature is related to I.S. research then I don't see why I.S.A. even bother.... besides, there's also international flak to think about the existence about such creature.
