Recall this is just around the time when CC and Lulu had a fight and decide the sleep seperately. hoho is Kallen picking up this chance and notice that they had a fight, and trying to get rid of CC for good? I think that's the episode where we can sense the love going on between Lelouche and CC after he rescues her and they shake hands about their agreement. Then in episode 16 we also sense a hint of love from Karen while feeding the cat at the Student Council when she seems to have been paying attention to the little "fight" between Lelouche and Shirley.   So maybe they're both trying to take Shirley's place  Queues the Masquerade song from OST 1 - "You're my destiny..."
