It's actually several panels from different chapters but the the panels are mixed up and the dialog is changed.

No, that one was real, it's in the gaiden Simple People. Actually, those are earings, and they're gifts to defuse Winry's rage upon discovering how Ed messed up his automail

The plan worked perfectly, but Winry insisted on wearing them all, all three pairs of them, because they were gifts from the brothers. The brothers were disgusted (and pained) by the fact that she will pierce even more holes in her ears to wear them, and so stopped to bring her earings.

the reason she wears earings is because she saw Riza wearing some and thought it looked nice. It was a two-ways inspiration though, because Riza started letting her hair grow because she thought Winry looked nice with those.

The brothers are the reason Winry wears so much earings. I mean, at the beginning she only made one hole!
