Considering the voting patterns, this looks like the right explanation. Tons of fake votes were made for Yui, Nadeko in the match she lost, and Nanoha. We're seeing the same thing again with Tacos.

Highest votes received by winning characters in this tournament: 960 Nagi, 911 Nadeko, 816 Shana, 769 Maria vs Hisa. Yes, they produced all of the top four.

Assuming that a large sub-faction of the Rie group is Nagi fans who also support Hayate, we could be looking at a deal to bus Isumi in exchange for helping Maria by using fakes to pull support away from Nodoka. This leads to a win/win situation for Rie/Nagi fans, whether Hayate gets Maria or Rie gets Tacos.

It's now clear who the most dangerous faction is, and you should all hate vote against them from now on.

I'm happy that Shana won. So happy that I got banned in several channels without saying a goddamn single word after making some slight fun of Nanoha because some of her supporters can't take the butthurt. But you know what, I'm not even mad about it.

For this match going with Yuuki because there is no reason to ever support Nodoka and Maria never had that much appeal for me even though I actually liked her in s2.

Actually it got locked for real in 2006 and another had to be opened. Image spam got restricted that year, and spam was very much fun.
