Just a small side-point, but I think that it's pertinent to some of the discussion on this thread...

Contrary to popular belief, ecchi does not sell that well.

Look over those DVD/BluRay sales figures. The very best selling animes (Angel Beats!, Durarara!!, K-On!!, etc...) have very little ecchi or sexual fanservice content. K-On!! has virtually none whatsoever. Angel Beats! never had so much as a single pantsu, IIRC.

Meanwhile, such noted ecchi shows as Queen's Blade Utsukishiki Toushi Tachi, and Ikki Tousen Xtreme Xecuter aren't doing all that great. Both are averaging under 5,000 sales per volume, DVD and BluRay combined. Even Gakuen Mokushiroku Highschool of the Dead has low sales figures compared to the true big anime sellers of 2010.

This myth that "ecchi sells best!" is something that I'd like to see dispelled.

Because it's simply not true.

And if we're going to have serious discussions on where the anime industry should go in the future, I think it's important to consider the actual sales figures.

You are spot on actually, I remember Chou Jigen Game Neptune was really slim on the fanservice (except the gag manga) but it was really popular on pixiv.

Nice to see Tokyo pissing all over the constitution.

So this means that the bill is unconstitutional after all, though the real question would now be:
Where are the opposition in the legislation? They should already be thinking about how to counteract this.

Unhappy Please lend me your power

Because I am Japanese, it is not so good at English first.
It might be English strange because the translation machine is used.

It knew there were [naruto] and a fan of comics also in foreign countries. However, I was very surprised at the number of people.
It is heard that it seems to be serious to obtain the comic book in foreign countries.
However, it might become impossible to complete obtaining the cartoon in the future.
I came to speak the problem.

It starts being able to do the law that limits the animated cartoon and comics in Japan now.
For instance, it is a law within the wide range where it becomes impossible to draw even the rape, the crime, the pirate, and the homicide.
Originally, the government official has terribly expanded it to the large range (Violence and the crime)though it was a law to prohibit high school student's sex scene.
The way things are going, NARUTO and ONE-PEACE(and Comics are a number of different) disappear from comics of Japan.
This is very bad news.

You who is reading this.
Please E-mail to the Prime Minister in Japan in English if you want to keep reading animation and comics of Japan in the future.

The address is put here.
https://www.kantei.go.jp/foreign/forms/comment_ssl.html

Please tell this story to a lot of people.
When it is possible to do, I want you to lend your power.
And, please inform all over the world of this bad news.

The opposition were the ones who proposed the bill in the first place.

Fun fact: Every major party in Japanese politics is the same party under a different banner.

I think they should appear sooner or later. There's no way they'll leave this alone.

Certainly not in any political party.

In effect, despite what their media would have you believe, yes. The two major parties are called the "Democratic Party of Japan" (DPJ) and the "Liberal Democratic Party" (LDP), and if that alone doesn't convince you they're basically identical in both aim and belief, well....

if that's the case , why don't they use 'people power' to overthrow this government who is pretty much intent to control what you publish?

I feel that the studios need to act now as a whole industry and do what is necessary: use the anime fair as a means of strike. Have the writers' guild have a strike. or something. actively make an internet wildfire by spreading word of the news...Or better yet, have our own version of the cartoon FB profile pic in protest. Instead of being doomsayers, do something for the sake of what you believe in. The CCPA act of 96' could be seen as a parallel of this law. This same law was voided when people some lawmakers argued that the vagueness of that act would consider classics like Romeo and Juliet and other contemporary literature as pornographic, and had the CPPA be applied now. Things like Gossip Girl and the like wouldn't cut it.

Against the bill: 12
Japanese Communist Party - 8
Seikatsusha Network - 3
Independent - 1

Support the bill: 113
Liberal Democratic Party - 38
New Komeito Party - 23
Democractic Party of Japan - 52

unaccounted for: 2

12 VS 113... that's an overwhelming majority to support the bill... the only hope is the prime minister who is party leader of DPJ can swing the 52 votes and it becomes:

Against the bill: 64
Japanese Communist Party - 8
Seikatsusha Network - 3
Independent - 1
Democractic Party of Japan - 52

Support the bill: 61
Liberal Democratic Party - 38
New Komeito Party - 23

unaccounted for: 2

thats 64 against to 61 support... even if the 2 others support, its just gonna be 64-63.

So not all hope is lost. There we have it. We need to keep in mind that the Prime Minister's ratings have sulked in lieu of this happening. If we are talking about positioning here, I'd likely think that the PM will bite the bullet and rally the DPJ to save his own skin.

I'd also give it to play that the opposition to the bill would try to file a Restraining Order in a high court.

well im gonna speak literally here..... since i cant explain shit that properly after hearing of the hammer fall....

if the entire government succeeds in dropping the hammer, then they're like removing the very floor in which the majority of their economy stands. those who agree did not take a second look at the entire thing... its like the continuous jenga blocks, you take care to NEVER EVER topple the entire thing while you remove and make the thing even higher. they take the bottom blocks out, lets see if they can still try with setting it up....

im pretty sure that Tokyo Big Time's entire grounds will have few or rather NO ONE in it to try and backstab the people holding the hammer.

Does this thing really affect anime?.

I mean, japanese TV broadcast 18+ anime?.

This affects only animes for people less than 18. Studios just have to change all their content 18+ and continue like always.

It looks like a quite useless law.

That also means that a majority of anime series will be categorized along with hentai.
And, judging how Japanese people can react to hentai material, they might say, "Hentai series are R-18. Many anime series will become R-18. Thus, anime series will become hentai in the future.

It's twisted logic, but face it: it's how Japanese society sees the anime industry.

In League of Legends terms, in the team called the Japanese economy, the anime industry is a good Soraka. Many will flame you for being one, and even if you support the team with your very best, most of the time your efforts will be ignored. And if you are having a tough time, the team will feel lackluster, AND they will blame you for that.

While no news on the actual result of the voting has filtered down to us (for now), the legislative text is now available to us:

http://www.seisyounen-chian.metro.to...n/pdf/gian.pdf

Credit to Dark Mirage for translating the relevant portion:

第八条第一項第二号の東京都規則で定める基準 漫画、アニメーションその他の画像(実写を除く。)で、刑罰 法規に触れる性交若しくは性交類似行為又は婚姻を禁止されている近親者間における性交若しくは性交類似行為 を、不当に賛美し又は誇張するように、描写し又は表現することにより、青少年の性に関する健全な判断能力の 形成を妨げ、青少年の健全な成長を阻害するおそれがあるもの

The criterion as defined by Rule 2, Paragraph 1, Article 8 of the Tokyo Metropolitan Law: Comics, animation and other images (excluding photographs) that improperly glorify or exaggerate, through their depiction or presentation of, acts of sexual intercourse that violate penal laws or sexual conducts or acts of sexual intercourse between close relatives who are legally prohibited from marriage, and as a result may be harmful to the wholesome development of young people and impede their ability to form healthy impressions about sex.

As mentioned though, there's STILL a lot that's open to abuse, at least in defining what could be considered a 'legal' sex act.
